The conference was divided into two 2 - day meetings . The Pedestrian Safety Meeting was sponsored by the U.S. Department of Transportation , Federal Highway Administration and National Highway Traffic Safety Administration and coordinated by Public Technology , Inc. , an international information transfer and technology exchange organization . The Pedestrian Design Meeting was sponsored by the City of Boulder's Transportation Division and co - sponsored by the U.S. Department of Transportation and the College of Design and Planning , University of Colorado .The conference had two basic objectives : to disseminate tested engineering , education , and enforcement techniques to reduce the incidence of pedestrian accidents , and to present a variety of approaches utilized in the United States , Canada and Europe to create visually attractive , functional , and highly used urban pedestrian spaces . The se proceedings present the findings , workshop presentations , case studies , design techniques and overall summaries of the meetings .
