Synthesizes information resulting from the H-103 project and presents recommendations for future projects. In particular, this report defines pavement conditions that relate to maintenance effectiveness. It also attempts to identify measurement and instrumentation systems that enable maintenance forces to detect and correctly interpret pavement conditions, evaluate and select appropriate maintenance treatments, and monitor the effects of this maintenance on subsequent pavement conditions.
