One of the initiatives has been the use of measurement as a tool to guide behavior and evaluate performance. TxDOT implemented the performance measurement initiative at two levels. The first application was at the statewide level using TxDOT's Strategic Plan; the second application was at the district and division levels through the creation of operational-level strategic plans.
