Discussed is an example of how people have applied concepts of risk in the real world--a practical, nonscientific application of risk management by California Harbor Safety Committees in the development of harbor safety plans. A short background on Harbor Safety Committees is presented, followed by a brief overview of the risk analysis process. Then two very different examples of issues to which the process was applied are described. The case study concludes with an evaluation of the effectiveness of the process.
