The main author of the paper has developed a safety concept based on accident research. Critical situations on the existing road sections are evaluated using quantitative measures with respect to design, operating speed and driving dynamics consistency. However, the developed safety concept may be superimposed by different kind of traffic control measures. Therefore it is of interest if and to what extent these measures influence the occurrence of accidents and how it impacts the use of the mentioned safety concept. Different measures were evaluated for a variety of design and operational parameters: pavement widths, radius of curves, longitudinal grade, and average daily traffic. In conclusion the investigation shows that the developed safety concept has proven to be valid with or without the traffic safety devices.
