Accurate monitoring is the essential foundation of the SO2 trading program. It is also the most complex and costly component of the trading program. Assigning and trading allowances is elementary,but it is no simple task to monitor the several thousand effected utility units. Trading places an economic value on emissions and emission reduction, increasing the need for accurate monitoring. The consequence monetary value is a requirement for continuous emissions monitoring, with redundant capacity.
