CORINAIR is a programme to establish an inventory of emissions of air pollutants in Europe. There are gaps and inconsistencies in CORINAIR90 and the process to deliver the final data took longer than expected. In a separate report, the results of a review of CORINAIR90 have been presented, including detailed proposals for improvements. In this report proposals are elaborated to provide detailed specifications and recommendations for a revised data system.
