The amount of investment needed and the disruption to our transportation system would be too onerous. However, transportation agency and industry workers - when trained properly - can prevent incidents by being vigilant and by identifying suspicious people and packages; when an incident does occur, they are at the front lines and can quickly respond to and manage an emergency situation. In order to perform these important duties effectively, they should be given the best possible education and training.
