The study was focused, in particular, on gender, ethnicity and life cycle issues and aimed to build on earlier research on gender (Hamilton et al, 1999), ethnicity (Beuret et al, 2000) and life cycle (for example: Turner and Pilling, 1999, on the young or Metz, 2000, on the elderly). This final report follows upon the earlier literature review (Rajé et al., 2002a) and examination of existing databases on transport and social exclusion (Wu and Hine, 2002) and the interim reports on focus groups (Rajé et al., 2002b) and travel diaries (Rajé et al., 2003). This report uses the research findings described in the previous reports as a basis for providing practical guidance to assist the DfT and local authorities when considering the introduction of Road User Charging and Workplace Parking Levy. The report is in 4 sections: Section A describes the research goals, methodology and specific schemes being considered in the two case study cities. Section B describes the case studies while Section C delivers the research findings. The final section (D) explores the implications of these research findings and identifies key issues for review when RUC and WPPL are under consideration as local policies.
