It looks specifically at the economic performance of the packages of measures, i.e. costs and benefits of the schemes. The conclusion is that overall, and despite local variations, benefits have exceeded costs of the packages. Measures that provided the most benefit to passengers were punctuality improvements and in service frequency enhancements.
