The present communication made it possible to make in a fast way the point of almost 30 years of reflexions and improvements of the procedures implemented. But beyond all these procedures it is a constant work of communication as it is necessary to carry out as well in the services as with respect to the users because it fundamental rule remains comprehension and adhesion with the followed policy.
