The assessment of knowledge management state-of-the-art included a review of books, technical papers, articles, web sites, and software products. In addition, the research team interviewed knowledge management program planners from the Pennsylvania Department of Transportation (PennDOT) and the Virginia Department of Transportation (VDOT). The purpose of this review was to assure that the Texas Department of Transportation (TxDOT) and the research team benefit from earlier knowledge management concept development as well as the experiences of others.
