The assessment of knowledge management state-of-the-art included a review of books, technical papers, articles, web sites, and software products. In addition, the research team interviewed knowledge management program planners from the Pennsylvania Department of Transportation (PennDOT) and the Virginia Department of Transportation (VDOT).
