The 12 problem statements contained in this circular cover a broad range of highway safety information issues of concern to the committee. The following are three general categories of problem statements included in this document: - 1. Safety data improvement (four problem statements). This group of problem statements relates to improving the quality and accessibility of safety data. - 2. Evaluation (two problem statements). This group of problem statements relates to proposed studies of specific safety issues. - 3. Methodology (six problem statements). This group of problem statements relates to methods used to quantify safety issues.
