The introduction of road user charges (based on SIKA-data) for heavy trucks in Sweden is estimated to have a clear impact on modal-split with reduced road freight transport and increased intermodal- and rail transports. The effects of road user charges on the intermodal transport potential are larger compared to other rail transports. This is an indication of potential changes in modal-split from road transports to mainly intermodal rail transports. The potential effects of the proposed road user charge on truck transport work (tonkm), is large with a potential reduction by -13%. By introducing the planned road fee, the potential for intermodal rail transports increases by 29% and other rail transports by 12%. A reduction of the rail costs for intermodal transport indicates a clear potential increase of the intermodal potential and a limited reduction of the road transports. In the intermodal transport friendly scenario where intermodal rail costs have been reduced by -10%, the potential effects on truck transports are a reduction of truck tonkm by -0,5% whereas the intermodal potential increases by 10%. The potential for other rail transports increases by 0,2%.The study shows that the simulation results in the different scenarios are logical and consistent.
