The robust counterpart of the mixed-integer linear programming model (MILP) for bandwidth maximization is developed to minimize the expected regret with respect to a set of high-consequence scenarios. The robust counterpart, another MILP, can be solved in polynomial time. Macroscopic and microscopic simulations are conducted to corroborate the validity and robustness of the resulting coordination plans.
