NIVI Analyse, 2008Description: 161 sSubject(s): Online resources: Abstract: Cooperating with NIVI Analyse and inno-V, Urbanet Research has been commissioned by the Norwegian Ministry of Transport and Communications to evaluate the trials of new forms of public administration of the transport systems in four major cities. Two municipal trials were established in Bergen and in Trondheim, and two inter-municipal partnerships in Nord-Jæren and the Kristiansand region. The municipal trial was established to give the city council the responsibility of most of the framework influencing urban transport demand, including area planning, parking policy, public transport and road administration. The responsibility for urban public transport was transferred from the county and some of the roads from the state. The trial also reduced the budget constraints within the transport sector. It was now possible to finance public transport subsidies by road investments funds during the trial. The inter-municipal partnership was vaguer, with less transfer of administrative responsibility and lower budget and less financial freedom. The intention of these trials was to test out new cooperative agreements between the different authorities in Nord-Jæren and a new inter-municipal organisation in the Kristiansand region.
