The specificity of Romania, a new member state with an intensive program for construction of new motorways, impose adding the supplementary key factor: the moment of ITS implementation relative to the life cycle period. For this new key factor at least three categories could be used: (1) In the phase on construction of the new road; (2) During the road rehabilitation process; and (3) Independent from any other construction works on the road.
