The scheme began operating permanently in August 2007, with the twin aims of regulating traffic and raising revenues for investment in the region's transport system. This paper will describe how the congestion tax, and the revenues it raises, are being integrated into the city's strategic development and traffic planning as part of a regional effort to maximize the efficient operation of a complex urban transport network.
