In the USA this expansion of the road authorities' role has been called the "Big Shift", later replaced by the term "Network Operations". The Subgroup Telematics of CEDR have undertaken a study of the changes happening within Western Europe and the USA and have identified the potential benefits and common experiences of the early "shifters". This report summarises those experiences and benefits and presents the key messages and recommendations derived from those early examples, in order that other Road Authorities can benefit from the lessons learnt.
