The objectives of the seminar were: a) to provide a forum for dialogue on priority road safety subjects; b) to develop a consensus on needed policy reforms and actions to: decrease fatalities caused by unsafe roads; increase technical cooperation efficiency; help identify issues specifically faced in CEE countries; and optimize the preparation and implementation of road safety projects. The report gives the national statements for future action from the participatory countries and the summary report of the 1992-1993 Study on Road Safety in Europe. The main body of the report is specialized conclusions and papers of the seminar on the following topics: a) behavior of road users, legislation, regulations, and penalties; b) enforcement of traffic regulations and the role of road police; b) education, training and drivers licensing; d) gathering accident data and safety studies; e) implementation and monitoring of infrastructure safety improvement programs; f) implementing road safety improvement programs in urban areas; g) vehicle safety regulation; h) assistance to road accident victims; i) road safety communication; j) international lessons and experiences from aid-funded road safety projects and programs; k) road safety organization and the national level; l) designing and implementing a national road safety policy; and m) financing road safety activities.This document reports on a regional policy seminar on Road Safety for Central and Eastern European (CEE) countries.
