Installations of safety and environment systems, like lighting, ventilation and informatics, as well as traffic management and surveillance cause high operational and maintenance costs especially in high traffic tunnels. The installations normally have a shorter life span than other parts of the tunnel system and will affect the traffic capacity significantly when out of order. Is quality optimizing of operation and safety possible? The base for a successful construction is already in the planning and requirement phase of the project. A long-term approach in the design and construction vouches for success in availability, economy, installations, environment and safety. This also applies to maintenance, for which a strategy should be developed already in the planning phase to state that the value of the construction will not decrease below an acceptable level. The operation of the transport system can be organized in one operational part including traffic management control and preventive maintenance and one readiness part including emergency service and repair service. An optimization of the entire system includes interaction between all parts involved. Modern tunnels are often provided will operational data collection systems, useful in evaluation of operation and comparing with objectives for safety, quality and environment. In the future we will see more private actors making investments in infrastructure and with that more focus on profit in operation and maintenance. The high level of investments in transport systems of today will cause competition for grants for improvements in present systems. This combined will make demands for partly new economic decision models including available capacity or revenues from passing vehicles.
