Sverige har en infrastrukturresurs i vattenvägarna, som med modern miljöteknik skulle tillföra transportsystemet väsentligt ökad kapacitet, redundans och flexibilitet och som dessutom attraherar resenärerna till ett bättre och mer hållbart resande. Varför använder vi inte den på ett bättre sätt? Förstudiens syfte har varit att undersöka möjligheterna att etablera en nationell utvecklingsplattform för vattenburen persontrafik i inre vatten och vad ett oberoende nav av detta slag skulle kunna bidra med. Förstudien handlar lika mycket om systeminnovation som om vattenvägen. Problematiken är generell och återfinns i flera andra branscher med liknande mogna komplexa sociotekniska system.

The waterways in Sweden are an infrastructure resource that, with the use of clean tech, would add capacity, redundancy, and flexibility to the transport system, while also attracting commuters to a better and more sustainable way of travel. Why is it not better utilized? The purpose of this pre-study has been to investigate the possibilities to establish a national development platform for waterborne personal transport on inland waterways and in what ways such an independent centre could contribute. The pre-study is as much about system innovation, as about waterways. The difficulties are universal and found in many other industries with similar complex and mature sociotechnical systems.
