Transportsektorn står för nära en tredjedel av Sveriges växthusgasutsläpp, 16 av 51 Mt CO2e år 2019, och dessa behöver minska snabbt för att klimatmålen ska nås. Trafikverkets ordinarie anslagstilldelning och andra finansieringskällor är omfattande, men kan behöva kompletteras under den snabba omställning som transportinfrastrukturen och transportsektorn nu går igenom. Samtidigt finns ett stort intresse från finansmarknadens aktörer att investera i klimatomställningen, drivet av bland annat EU:s Taxonomi för hållbara investeringar. I detta projekt undersöks vilka åtgärder som kan vara lämpliga att utöka och tidigarelägga inom Trafikverket för att öka bidraget till klimatmålen, vilken betydelse det kan ha för Trafikverkets åtgärdsplanering, och hur det stärkta intresset för gröna investeringar skulle kunna utnyttjas.

The transport sector represents almost one-third of Sweden’s greenhouse gas emissions, 16 of 51 Mt CO2e in 2019, and these must urgently decrease in order to achieve the climate targets. The financing through the Swedish Transport Administration’s ordinary allocation as well as other sources is comprehensive, but may need to be supplemented under the rapid transition experienced by the transport sector and its infrastructure. Meanwhile, there is a substantial interest for investments in the climate transition, partly driven by the EU’s taxonomy for sustainable investments. This project explores which of the Administration’s measures are suitable for extension and advancement with the intention of increasing the contribution to the climate goals, the associated impact on the Administration’s action planning, and how the strengthened interest for green investments could be leveraged.
