Summary: Sweden’s type approval authority, managed by the Swedish Transport Agency (Transportstyrelsen), plays a key role in ensuring that vehicles, systems, and components meet EU safety, environmental, and performance standards. In recent years, the type approval operation has expanded rapidly due to increased global demand, regulatory changes, and external factors such as Brexit. This growth has highlighted structural weaknesses in the current funding model, which is too inflexible to accommodate the scale and pace of demand growth. The purpose of the investigation is to evaluate the current governance and funding structure and propose a more sustainable, long-term solution that enables the agency to deliver predictable, efficient service to the automotive industry. The goal is to support both national and international manufacturers while maintaining a high level of regulatory integrity. A mixed-methods approach was used, combining quantitative analysis of 2019–2024 data on case volumes, revenue, cost efficiency, and labor productivity, with qualitative data from surveys and in-depth interviews with manufacturers, technical services, and European type approval authorities.
